AlfaTech acquired S&K Engineering of Monrovia and LFA Lighting of Ventura. 2020

AlfaTech was established in Silicon Valley in 1987 as a mechanical, electrical, and technology (low voltage, security, and A/V) design engineering firm. Responding to client needs, we expanded our service offerings to include architectural lighting design, sustainability, Smart Building, and project management services. In addition, we expanded into five California offices, including San Jose (Silicon Valley), San Francisco, Monrovia, Orange and San Diego. AlfaTech is gaining ground through organic, merger, and acquisition growth. Establishing Vela Tech portfolio with parent company RSBG, our services reach the West Coast to the Midwest and the East Coast from partner offices in Seattle, Chicago, Reston, and Edison. We also have an international presence with offices throughout Europe, Asia, North Africa, and the Middle East. Three historical libraries were renovated as part of the Branch Library Improvement Program (BLIP) including the 6,259 SF Golden Gate Valley branch, built in 1917, LEED Gold; 10,205 SF Presidio branch, built in 1921, LEED Silver; and 8,825 SF Park branch, built in 1909, LEED Gold. The projects included a range of energy and water conserving features such as operable windows, ceiling fans, highly efficient lighting, and low water use plumbing fixtures. Golden Gate Valley design preserved the original Beaux Arts architecture including exterior terracotta, arched windows, and interior shelving.

AlfaTech provided mechanical, electrical and plumbing engineering design for the full renovation of San Francisco’s Golden Gate Valley Branch Library as part of the Branch Library Improvement Program (BLIP). This brick and terra cotta Beaux-Arts structure originally opened in 1918. Renovations included seismic strengthening, accessibility improvements, technology upgrades, a small rear expansion, a new designated Teen Area, Children’s Area with interactive early learning features, improved heating & ventilation, and a renovated program room for library and community programs. The historic integrity of this 1917 Carnegie was maintained, and the building was restored to its original grandeur.

Renovation highlights include two new restrooms downstairs & a family restroom upstairs, a designated Teen Area, Children’s Room with interactive learning features, additional computers, improved downstairs Program Room with state-of-the-art audio-visual equipment and built-in projection screen for library programs, new pendant light fixtures, exterior façade & stairs restoration, and a new energy efficient heating system.

AlfaTech provided mechanical, electrical and plumbing engineering design for the full renovation of San Francisco’s Park Branch Library as part of the Branch Library Improvement Program (BLIP). Renovations. The Park Branch Library is a neo-classical, brick and terra cotta building built in 1909. Renovations include new accessible restrooms, more defined areas for children, teens, and adults, new and restored furniture, increased capacity for books and other materials, a children’s area with interactive early learning features, more functional & ergonomic staff work areas, reconfigured program room with state of the art audio visual equipment, additional computers, new energy efficient heating system, energy efficient mechanical and lighting systems, and upgraded electrical & data systems.

West Berkeley Public Library

LEED Platinum / Net Zero Energy (NZE)

Extensive study revealed that the embodied energy required to construct a new zero net energy (ZNE) structure would be offset by the ongoing cost of maintaining a renovated existing structure within one year’s time. The main room of the library includes stacks, computer stations, various seating areas, a children’s area and circulation desk. A large multipurpose room doubles as additional reading room space. A teen room, and staff and service areas round out the program. The ZNE design process begins with the optimization of onsite renewable energy. The building footprint is optimized to maximize roof area for solar thermal and photovoltaic solar panels. In order to match the actual building consumption to the energy budget provided by this system a variety of passive strategies were developed. Analysis of local climate data revealed that a steady ocean breeze could be utilized for ventilation. The front façade is extended above roof level to create a continuous wind chimney. Prevailing breezes create negative pressure behind the façade where louvers draw air through the main spaces from windows at the opposite end of the building. Additionally, skylights automatically open to support airflow. A radiant floor system connected to rooftop solar thermal panels provides heating and cooling. These passive strategies are coordinated by a building management system that is tied to a roof top weather station. The BMS can thereby switch modes from natural ventilation to full cooling for comfort control. There is no additional HVAC system in the facility. This library was the first public library to achieve Net Zero Energy. It also won multiple awards such as Golden Nugget Award and AIA National Award for Sustainability.

The firm provided full engineering design for the new 5-story Stiern Library. This library features library collections and services, computer labs and classrooms, media center, faculty and graduate student study carrels, group study rooms, a workshop space with a clean booth, a television studio, and a sound recording booth. All new engineering systems were connected to central campus facilities, which included mechanical, electrical and plumbing systems.

Biblioteca Latinoamericana, Library/Youth Center

This vibrant library and Washington United Youth Center with gymnasium provides an array of bilingual programs, events and support to local youth and their families. This San Jose Redevelopment Agency community center project included a new 16,000 SF library and 19,000 SF new Community Youth Center with gymnasium, boxing, weightlifting and counseling services and outdoor plaza with a stage allowing it to become a neighborhood gathering place for casual use as well as special occasions for the community.

Cupertino Library Expansion

AlfaTech provided mechanical, electrical and plumbing engineering design services for the Cupertino Library. Project included demolition of the existing 1,175 SF single- story Children’s Book area and replacing it with a new 5,626 SF 2 -story addition which will allow the library to fulfill its mission of encouraging life-long learning and self-improvement. The expanded library will connect the beloved Memorial Grove to a new courtyard, and physically establish a center for the library. The project included the creating of a new multi-purpose Program Room with 130-seat minimum audience capacity with presentation space. The first and second floors have large multi-purpose rooms that will be used for library programs for all ages, spill-over study spaces, and other community uses. New sustainable and energy efficient HVAC systems as well as building management systems (controls) were designed to support the high occupancy spaces within the programming. Design of the lighting systems, kitchenette, gender neutral restrooms on each floor, supplemental storage, janitorial closet. Electrical power to new bike smart lockers on north end of building with full app smart functionality, EV charger modifications including circuit relocation, exterior lighting at exit and art wall, Title-24 calculations and Life Cycle Cost Analysis.

Washington Irving Library Renovation

The project included converting this historic building into a multi-media archival repository, research, exhibition and education center.

Tenant Improvement Three Buildings

Multiple PV technologies were used at three city sites to demonstrate the adaptability and diversity of solar electric . An educational component educates visitors about the systems and renewable energy. The sites include a community center, nature center, and municipal service center. The project provides an estimated 300kW of clean solar power to the city-owned utility.

Oakland Federal Building

Tenant Improvement, High-Rise 1,000,000 SF

This 17-story complex has two towers connected by a 6-story-high glass atrium and a sky bridge at the thirteenth and fourteenth floors. The project included a data center, office space, courtrooms, auditorium, childcare center, cafeteria, and parking garage. The project received the President’s Award, the highest award issued by the US government for design and process excellence.

AlfaTech provided mechanical, plumbing, electrical, and technology engineering services for the renovation of the existing 2-story city hall building and an addition of a single-story building, with a total square footage of 16,000, located in Rohnert Park, California. A major role in achieving LEED credits for this project was storm water and site pollution control and management.

The scope includes approximately 22,600 square foot remodel of the first floor to provide 2 new courtrooms, with chambers, conference rooms, along with a remodel of the clerk’s area of the building, including new offices and walk -up service windows.

PG&E Bishop Ranch

Masterplan, Tenant Improvement 400,000 SF

AlfaTech provided mechanical, electrical and plumbing engineering design for the masterplan of PG&E new offices in the Bishop Ranch Business Park. The newly renovated buildings where PG&E will occupy 4 floors of Bishop Ranch Z (232,000sf) and 3 floors of Bishop Ranch Y (147,000sf) and have a state-of-the-art gas control center to accommodate their increasing headcount. This project required a multi-phased tenant improvement program to accompany collaborative work spaces and critical technology infrastructure. A new, 50,000sf Gas Operations Control Center acts as the operational center of the campus, where PG&E’s Gas Transmission, Distribution and Dispatch teams can monitor temperature and pressure levels, and control the flow of gas within primary pipelines throughout PG&E‘s entire Northern California service area.

PG&E Vacaville Critical Operations Campus (VCOC)

AlfaTech provided mechanical, electrical and plumbing Basis of Design and Programming services for the PG&E Vacaville Critical Operations Campus (VCOC). The project included supporting the architect in gathering site specific information relating to MEP components of the PG&E facilities, development of a client questionnaire for the VCOC and reviewing background information to identify any high-level MEP requirements for special spaces such as simulation labs, cafeterias that will need to be included in the new facility. We then provided technical input on the microprogram requirements and optimal layouts for MEP systems, and single line high level space layouts.

Santa Monica Public Safety Facility

This new public safety facility was the City of Santa Monica’s first major facility designed and built with the intent of minimizing its life-cycle impact on the natural environment, and thereby served as a catalyst for their sustainable city vision. The city is now heralded as one of the most progressive jurisdictions within the state of California. The building houses the fire department’s administrative offices, an emergency operations center, and the police department’s headquarters complete with a new jail and dispatch facilities. The interior of the building features a 2-story public lobby that is illuminated by a skylight and light walls that are sequenced to create a subtle transition of gradient light. Those entering through the public entrance are greeted by an impressive water feature that cascades from the upper plaza to a pool filled with aquatic plants in the lower plaza. Together, these measures achieve energy performance that exceeds Title 24 Code by 36%.

The sustainable building strategy included: • Under-floor air distribution system • Daylighting controls • High-efficiency/low-density lighting • Recycled water for irrigation and toilet flushing • Air-cooled chillers • High-efficiency pulse boilers

Monterey County Government Center

The Monterey County Government Center was an extensive project that included programming and planning for a new 140,000 SF administration building, the renovation of a 97,000 SF courthouse building, and the renovation of a 70,000 SF county office building. Planning included close coordination with PG&E to obtain utility services for the campus while segregating the services for the courthouse to allow the State of California to take over the building in the future. Also, due to budget constraints, we designed a phased renovation for the courthouse that allowed the building HVAC system to remain operational during the remodel.

Moreno Valley Emergency Operations Center

The firm provided complete mechanical, electrical, and plumbing consulting engineering design services for the City of Moreno Valley’s Emergency Operations Center (EOC). The building consists of two stories -- approximately 8,000 SF. This is an essential services building which serves the city during times of crisis and natural disasters such as earthquakes, loss of power, and civil disobedience. Thus, several measures were taken to ensure the building remains operational at all times and under all circumstances. The entire building is served by emergency power including all heating, ventilation, and air-conditioning. If normal power is lost, the building will continue to operate smoothly in all respects. The building HVAC is provided by a packaged rooftop unit — specially designed to provide complete redundancy to the building. It has two independent refrigeration systems and two independent fan systems to assure HVAC is always available. Redundant air-conditioning is also provided for the computer room. This room is made fire-proof by a special dry-type chemical fire-suppression system providing protection against fire damage without risking water damage to computer equipment.

City of Los Angeles Emergency Operations Center (EOC)

The Los Angeles Emergency Operation Center (EOC) is a seismically isolated 2-story facility which houses the city’s Emergency Operations Center, the Los Angeles Fire Department’s Dispatch/Department Operations, and the Los Angeles Police Department’s Operations Center. This facility is designed to meet state and local building and seismic codes for an essential services facility and contains all communications and computer systems needed to support critical emergency management and 24/7 fire dispatch operations. The entire facility is supported by self-contained uninterruptible power systems and standby generators if utility power is lost. Other design features allow the facility to operate self-sufficiently for days or weeks at a time, if required. The building utilizes an HVAC system with under-floor air distribution to maximize equipment cooling and occupant comfort.

Riverside Community College, Norco Operations Center

This is a new building for the RCCD (Riverside Community College District) Norco Campus. The building consists of administrative areas, warehouse storage, shops, and also the main campus Data Room (Network Operations Center or NOC). The budget was about $8,000,000 for approximately 12,000 SF. The Hill Partnership was the architect. The firm provided full Mechanical, Electrical, and Plumbing consulting engineering services. The NOC has two Air Handling Units with one as 100% standby for cooling the basic room air conditioning loads. Additionally, several In-Row chilled water cooling units were provided. These are regulated by a Cooling Distribution Unit (CDU). A separate fuel cell powered chiller is also contemplated for backup chilled water. The basic building is provided chilled and hot water from a central plant. One variable volume Air Handling Unit serves the main building using hot water reheat VAV terminals for zone control. AlfaTech provided mechanical and electrical engineering services for the Southern California Edison Alhambra Data Center. The critical cooling systems supporting the data center include ten (10) existing nominal 305kW Indirect Evaporative Cooling (IEC) Air Handling Units (AHU) with an integral indirect evaporative air-to-air heat exchanger, DX trim cooling evaporator and condenser coils, and make-up water distribution piping, pumps, and storage. Each IEC AHU includes a 147kW indirect evaporative air-to-air heat exchanger in series with a 158kW DX trim cooling evaporator coil that combine to provide the full 305kW unit cooling capacity. The existing IEC AHUs are internally N+1 component redundant. The project included developing the scope for a future facility renovation to provide redundant DX air-cooled heat rejection, to replicate the full heat rejection capability of the existing IEC AHUs and the potential addition of supplemental, redundant HVAC units.

SoCal Edison, Irvine Operations Center

AlfaTech provided mechanical, electrical, and plumbing engineering services for the Southern California Edison Irvine Operations Center, which is a 135,890 SF data center. The critical cooling systems supporting the data center include a single water-cooled chiller plant for heat rejection. The existing chiller plant is internally N+1 component redundant and consists of four (4) 2,970-GPM open-circuit cooling towers, four (4) 570-RT water-cooled chillers, four (4) 1,500-GPM condenser water pumps, and four (4) 1,500-GPM primary chilled water pumps. The water-cooled chiller plant provides chilled water to a secondary chilled water distribution loop by way of four (4) 1,800-GPM secondary chilled water pumps. The secondary chilled water pumps route chilled water to the CRAH and AHU units distributed throughout the facility and back to the chilled water plant.

The scope of this project included developing the scope and ROM cost estimate for a future facility renovation to provide a redundant air-cooled chiller plant to replicate the heat rejection capability of the existing water-cooled plant.

San Jose Fire Department, Fire Station #37

Zero Net Carbon (ZNC)

AlfaTech provided the mechanical, electrical and plumbing engineering design for the San Jose Fire Department (SJFD) new Fire Station # 37, which opened on May 10, 2022. The new station serves the south area of the Willow Glen community and the north area of the Cambrian community. This new building is an 8,100 SF two-story, single-fire company station that contains two apparatus bays, separate crew and captain’s offices, an open kitchen, dining and living room plan, an exercise room and five two-bed capacity dormitories with private restrooms. The building was designed for energy savings with numerous occupancy sensors. It is the second facility in the City of San Jose that was designed and built adopting the City’s new standards of Zero Net Carbon (ZNC). This new building eliminates the use of natural gas, and all heating and cooling systems as well as the water heater and stove are energy efficient electric appliances. Besides the ZNC, this facility has 82 Photovoltaic Panels, over the roof and the parking structure, generating a total of 25kW in solar power. The exterior architecture enriches the area and the red tower and four-fold apparatus bay doors signify the presence of the Fire Station to the community. The project was completed on schedule and within the approved $8.8 million budget.

The total site area is 15.2 acres, with the project development area approximately half of the site area. Site parking for approximately 300 vehicles was provided as well.

Western Municipal Water District

This project consists of two buildings. The first is a 12,500 SF maintenance facility that contains shops and service bays. The second is an administrative building including office space, meeting rooms, a large training room with full projection and audio capabilities, restrooms complete with showers and locker rooms, and garden courtyards. The building’s design theme features undulating curves that reflect the playful nature of water and is reinforced with a color palette of soft blue. The space is enhanced with natural light that spills in through skylights that are dispersed throughout the building. Both buildings are serviced by uninterruptible power with standby generation. The facility is also designed to operate with significantly reduced water usage for both the domestic and irrigation systems, and high efficiency HVAC units, coupled with carbon dioxide sensors, optimize energy performance. The building earned a LEED Silver rating.

San Quentin State Prison, Central Health Services Building

AlfaTech provided mechanical and plumbing design services Including Construction Administration for the design-build new 132,000 SF five-story Central Health Services Building at San Quentin State Prison which is an OSHPD Compliant state-of-the-art medical, dental and mental health care services to more than 5,200 inmates. Focus areas include outpatient clinical services, specialty clinical services, licensed inpatient care (Correctional Treatment Center), outpatient housing care, pharmacy, medical records, administration and support. The fifth floor provides administrative spaces for the professional staff working at the facility and provides training rooms and conference spaces that overlook Mount Tamalpais. Situated within the maximum-security perimeter of San Quentin State Prison and adjacent to the inmate recreation yard and housing units, the facility also serves as Northern California’s Receive and Release facility. The project also included significant amounts of infrastructure and site improvements, demolition of existing buildings, and seismic upgrades for two historic structures including an 1850’s Stone Dungeon.

Alameda County Juvenile Justice Center

The firm provided the MEP engineering design for this LEED Gold certified facility and the only detention center in the nation to achieve this status. The Juvenile Hall (providing capacity for 360 minors), the administration building, and the court building cover 379,000 SF and form the full-service justice center in San Leandro, California. The USGBC awarded the project 43 points towards the certification, with a perfect score in the categories of Energy and Atmosphere, and Innovation and Design Process. The Juvenile Justice Center, which has exceeded California’s Title 24 Energy Efficiency Standards by over 40%, relied on a varied strategy for achieving sustainability that included a photovoltaic solar array, bio-diesel excavation, and site clearing. Exceptional levels of efficiency were achieved in the following areas. Water-efficient irrigation technology reduces site water consumption by more than 50 percent, which saves over 5,000,000 gallons annually. Waterless urinals and water-efficient plumbing fixtures reduce water consumption by 41 percent, which saves more than 2,000,000 gallons annually. The building complies with Title 24 requirements (more stringent than national standards), but is nearly 66 percent more efficient than the baseline and saves 500 kW annually. An 880 kW solar panel array on the rooftop provides over 60 percent of the building energy demands, over 1000 MW annually. The project contracted to purchase 100 percent of the building energy needs — equivalent to 2,629 MWh — from wind generation. Ninety-three percent of construction waste was recycled and diverted from landfill, and 23,800 gallons of bio-diesel fuel were used in the site grading equipment, which saved 200 tons of CO2.

The facility provides housing and treatment for 1,500 patients – with over 40 buildings. This new detention and court complex included education, treatment, housing, administration, food service, laundry, hearing room, and visiting areas. This project represented a new paradigm in the design of a public mental health facility (the largest new facility of its kind in the U.S.). Calaveras County Adult Detention Facility

Engineering design services for a new 41,000 SF, 2- story Sherif’s Administration building and new 3 -story, 80,000 SF jail with 12,000 SF dormitory building designed to hold 160 beds between four quadrangles in a day room concept on the second floor and mezzanine levels. Building includes full commercial kitchen and dining, maintenance, storage, medical, dental, booking and release and a vehicle sally-port. MEP system was designed to serve the whole project through the jail utility rooms and jail mechanical yard that contain cooling towers, chillers, boilers, and emergency generators. Energy efficient aspects include photo-voltaic systems, thermo-mass pre-cast panels, domestic water heating solar collecting system, and lighting controls. The jail building contains a comprehensive electronics safety and security package to support an integrated access control system, intercom system, programmable logic controllers and graphical user interface system, video visitation, interview recording system, and video surveillance.

This is a complete remodel of a historic building built in the 1930s. It is a 3-story building consisting of approximately 50,000 SF.

The HVAC system uses district steam for hot water heating and new local chillers for chilled water cooling. Air Handling Units in the large attic space provide variable volume air to hot water terminal reheat units to provide zoning. All AHUs have full air-side economizer cycles.

Building 1: 205 W Pontiac Way, Clovis 2-story ,172,000 SF. The project included office spaces, training rooms, conference rooms, and common spaces.

Building 3: 200 W. Pontiac Way, Clovis 2-Story, 90,478 SF and the addition of 4,924 SF second-floor area for a combined total of 95,402 SF. The project included 26 conference rooms on the first floor, one call center training room and three conference rooms on the second floor. Building 5: 3800 N. McCall, Selma 1-Story building. The project included AV system upgrades in four rooms including the main lobby, conference rooms, and orientation room. The conference rooms included 2 LCD video displays, audio system, video switching/control system with (2) OFE PC presentation computers and (2) HDMI wall input plates and a single touch screen control panel.

Yountville Community Center

Firm provided MEP Engineering design services for the Yountville Town Center which consists of a new 11,500 facility and renovations to the existing 8,500 SF Community hall and 1,000 SF Sheriff’s Substation addition to the adjacent Post office. These three civic buildings frame a new Yountville Town Square. The new building houses a branch library, multi-purpose room, teen center, meeting and program spaces. With sustainability as a priority of Yountville’s leadership, a number of green features were integrated into the design including a ground source heating and cooling system, a 38 kw photovoltaic array, a building integrated management system takes advantage of the temperate climate by opening skylights and windows on days with mild temperatures. Operable skylights, controlled by CO2 and rain sensors, and operable windows provide natural ventilation and balanced natural illumination, low-flow plumbing fixtures with harvested rainwater, drip irrigation, subsurface irrigation, and drought-tolerant native plants further reduce water use, efficient lighting and daylighting.

Booker T. Washington Community Center

AlfaTech provided mechanical, electrical, plumbing, and sustainable engineering design services for the 68,000 SF, 5-story, mixed use structure, which houses a community center, 175-seat gymnasium, a 21-car parking garage, and 50 Affordable Housing Units, 24 for Foster Care Transition Aged Youth. The center includes a childcare facility, afterschool and teen programs, and Youth Radio, as well as the BTWCSC administrative offices. The apartment component, with space for supportive services, has become a model program, where transition age youth and adults, share a community that provides mentoring opportunities for the youth. BTWCSC is the oldest community service center serving the African-American community in San Francisco and has operated continuously since 1919. BTWCSC provides multigenerational services to approximately 278 individuals daily.
